In addition, dry ports are also presented as an opportunity to strengthen intermodal solutions as part of an integrated and more sustainable transport chain, defined in the European Union transport policy. However, not all of its potential is used because there is not a planning methodology which is simple and has clear results to help decision makers to decide their optimal location. The objective of this research is to gather all the factors to be taken into account to define the construction zone of a dry port and to establish the importance of each of these factors using a panel of experts using a DELPHI questionnaire, which goal is to achieve a consensus based on the experts’ discussion, following the development of a questionnaire to be answered by experts in territorial planning. The results give greater importance to the aspects considered in the classical theories of industrial location. Los puertos secos se conciben como una solución a la situación de creciente congestión de las rutas, la escasez de espacios libres en las instalaciones marítimas y el importante impacto medioambiental de los puertos marítimos, consecuencia de la complejidad del sector del transporte y del aumento del volumen de mercancías transportado. Además, los puertos secos se presentan también como una oportunidad para fortalecer las soluciones intermodales que integran una cadena de transporte sostenible, enmarcadas dentro de la política de transporte de la Unión Europea. Sin embargo, no se aprovecha todo el potencial de estos al no existir una metodología de planificación de uso sencillo y resultados claros que ayuden a la toma de decisiones sobre su emplazamiento óptimo. Así, el objetivo de esta investigación es reunir el conjunto de factores que se deben tener en cuenta para definir la zona de implantación de un puerto seco De igual modo, se establece la importancia de cada uno de estos factores utilizando un proceso de comunicación grupal, mediante un DELPHI, cuyo propósito es la consecución de un consenso basado en la discusión, a partir elaboración de un cuestionario que ha de ser contestado por un panel de expertos en planificación territorial.
