The study is based on sustainability principles related to environmental guidelines, universal accessibility and the right to the city. This includes the existence and implementation of protective components and caring attitudes in the public road. The content of the proposal is aimed at analyzing the interrelationships: territory - population movements, describing their current situation and, wielding guidelines governing the organization of local space. It suggest the definition of public policies that prioritize actions closest to the events, as part of a process that requires the implementation of a collaborative work, between government agencies and stakeholders interested in the topic. Una planificación territorial situada alude a la necesidad de construir lineamientos prioritarios factibles de ser implementados en un determinado contexto social, sin obviar el marco legislativo vigente.  Atento a ello, este trabajo brinda algunas pautas orientadas a mejorar las condiciones conflictivas actuales de la movilidad cotidiana de Resistencia, principalmente aquellas vinculadas con la estructura y trama urbana en lo atinente a su funcionalidad, articulación y legibilidad, estudiadas a partir de considerar principios relacionados con sustentabilidad ambiental, accesibilidad universal y, el derecho a la ciudad. Supone, por tanto, la existencia y puesta en práctica de componentes protectores y actitudes de cuidado en la vía pública.
