Through secondary sources, we explore the transformation of the regulatory framework, the permeability of reforms to the economic context and the emergence of socio-environmental conflicts together with their effects on provincial legislation. We find that the application of exchange and fiscal stability, which the regulatory framework seeks to guarantee, has been interrupted throughout the period analysed. As a result of the socio-environmental conflicts, legislation banning metal mining was enacted, which constitutes the main break with the 1990s. A relevant continuity over the years has been insufficient investment in institutional strengthening. En este artículo abordamos las continuidades y rupturas en la política pública para el sector minero metalífero en la Argentina desde los años 1990 hasta el 2019. A través de fuentes secundarias, exploramos la transformación del marco normativo, la permeabilidad de las reformas al contexto económico y la emergencia de conflictos socioambientales junto a sus efectos en la legislación provincial. Encontramos que la aplicación de la estabilidad cambiaria y fiscal que busca garantizar el marco normativo se ha visto interrumpida a lo largo del período analizado. A raíz de los conflictos se han promulgado legislaciones de prohibición de la minería metalífera que constituyen la principal ruptura con los noventa.
