The interpretive framework for this change was identified with the election of the Brazilian federal government, in 2019 which, due to its extreme right-wing characteristics, ended up revealing an unexpected political alignment with the left-wing and center-right (respectively) local governments (state and municipal), in the ideas it presented for the management of cultural assets, thus giving more clarity to the plots of this process at the local level. This change continues despite the urgent social demands that the city is facing and the growing mobilization of social movements in the area. The contribution of this work is to raise critical awareness of this process, strengthening the idea of historical heritage as a public good and supporting the militancy of social movements, since, even with a different national political situation, the articulations made in the previous administration are still ongoing. Esse trabalho investiga a recente mudança de paradigma na gestão pública do patrimônio histórico, do Centro Histórico de Salvador, que passou de governos que investiam em uma revitalização modelada para o turismo (1990 a 2015), para governos que buscam modelos jurídico-financeiros modelados para a irrestrita exploração do local pelo grande capital privado (2016-2022), tratando seus bens materiais, paisagísticos e imateriais como ativos financeiros. O marco interpretativo dessa mudança foi identificado a partir da eleição do novo governo federal brasileiro, em 2019, que, por suas características de extrema-direita, acaba por revelar um inesperado alinhamento político com os governos locais (estadual e municipal) de linha esquerda e centro-direita (respectivamente), nas ideias que apresentou para a gestão dos bens culturais, dando assim mais clareza às tramas desse processo em nível local. Essa mudança segue em curso a despeito das urgentes demandas sociais que a cidade apresenta e da crescente mobilização do movimentos sociais presentes no local.
