Based on a review of the recent literature on gentrification, neoliberal urban governance, and urban policy, this article categorizes the different mechanisms through which state-led gentrification is enacted. The following mechanisms are detailed: urban regulatory frameworks and “systematic exceptionalism”; the institutionalization of neoliberal urban governance; selective territorial (re)investment; and strategies of territorial (re)activation. This article illustrates these mechanisms in the context of Argentina in order to lay the groundwork to operationalize them as variables that can be employed in comparative research.

La gentrificación es reconocida como uno de los procesos urbanos, a nivel planetario, tendiente a agudizar las desigualdades socioespaciales y a cercenar el derecho a la ciudad para grupos de menores ingresos. El papel decisivo del Estado en este proceso ha recibido creciente atención, y la investigación latinoamericana sobre el tema ha aportado evidencias clave en ese sentido. A partir de una revisión de la literatura especializada sobre gentrificación, gestión de la ciudad y políticas urbanas neoliberales, el presente artículo propone una categorización de diferentes mecanismos concretos a través de los cuales se pone en práctica la gentrificación liderada por el Estado. Se detallan los siguientes mecanismos: el marco regulatorio urbano y la “excepcionalidad sistemática”; la institucionalización de la gobernanza urbana empresarial; la (re)inversión selectiva en el territorio; y las estrategias de (re)activación territorial. El artículo ilustra estos mecanismos a partir de la experiencia argentina, con el fin de sentar las bases para operacionalizar diversas variables capaces de captar cada uno de ellos. A gentrificação é reconhecida como um dos processos urbanos a nível planetário que tendem a acirrar as desigualdades socioespaciais e cercear o direito à cidade para grupos de menor renda. O papel decisivo do Estado nesse processo tem recebido crescente atenção, e a pesquisa latino-americana sobre o tema tem fornecido evidências-chave nesse sentido. A partir de uma revisão da literatura especializada sobre gentrificação, gestão da cidade e políticas urbanas neoliberais, o presente artigo propõe uma categorização de diferentes mecanismos concretos através dos quais a gentrificação liderada pelo Estado é implementada.
