Sumario:By means of three discussion axis related to the mitimaes institution during the Tawantinsuyu time, we will try to think in a general way about Inca policies and their implementation. Thus, the proposed axis will be useful as heuristic tools allowing us to organize and revise the subject of massive mobilization in Inca times as well as the matter of state power, whose main characteristic seems to have been the flexibility.
