To do so, I take up the established-outsiders model –proposed by Elias and Scotson (2000) and then rethought by Noel (2011)– insofar as it provides insight into the conflict unleashed between the different civil society organizations –the outsiders– claim to be recognized as valid spokesmen in the National Congress and their recognition –or not– by the socially-legitimated actors to draft and discuss bills: legislators, advisers and civil servants –the established. En el presente trabajo analizo las transformaciones vinculadas con la creciente participación de la sociedad civil en el ámbito parlamentario luego de la crisis del 2001, a partir del debate iniciado a principios del 2011 en la Cámara de Diputados de la Nación en torno a los proyectos de modificación de la actual ley de drogas. Lo hago retomando el modelo de establecidos y outsiders –propuesto por Elías y Scotson (2000) y luego repensado por Noel (2011)– en la medida en que permite comprender el conflicto desatado entre la demanda de las diferentes organizaciones de la sociedad civil –los outsiders– de ser reconocidas como interlocutores válidos en el Congreso de la Nación y su reconocimiento o no como tales por parte de los actores socialmente legitimados para redactar y discutir proyectos de ley: legisladores, asesores y funcionarios –los establecidos–. O artigo analisa as transformações ligadas ao aumento da participação da sociedade civil no parlamento após a crise de 2001, a partir do debate lançado no início de 2011 na Câmara dos Deputados sobre os projetos de modificação da atual lei de drogas.
