Corruption, inefficiency, and cooptationamong the members of the colonial elite contributed to erode the very foundations of the colonial state  Al establecimiento del estado colonial precedieron en el Perú la inestabilidad política y el fraccionalismo, de manera tal que a posteriori de la invasión española, el estado es frágil y casi inexistente. El virrey Toledo es quien realiza una profunda reforma administrativa, fiscal y laboral tendiente a la creación de un poderoso estado colonial. Sin embargo ese intento fracasará puesto que su equilibrio giraba en torno a la estabilidad demográfica, de la producción agrícola y el mantenimiento de los pueblos de indios. La corrupción, la ineficiencia y la cooptación entre los miembros de la élite colonial contribuyeron a erosionar los cimientos del estado colonial peruano. O estabelecimento do Estado colonial no Peru foi precedido por instabilidade política e faccionalismo, de tal forma que, após a invasão espanhola, o Estado se tornou frágil e quase inexistente. O vice-rei Toledo implementou profundas reformas administrativas, fiscais e trabalhistas com o objetivo de criar um Estado colonial poderoso. No entanto, essa tentativa fracassou porque seu equilíbrio dependia da estabilidade demográfica, da produção agrícola e da manutenção de aldeias indígenas.
