It was also announced the partial withdrawal of subsidies for students who did not comply with the 85% bimonthly attendance. The Buenos Aires authorities presented these measures as methods of intervention against absenteeism in schools, aggravated by the pandemic. This article aims to provide tools to think about the implementation of similar policies in other coordinates. I propose an analytical study —based on empirical and bibliographic material— in which I argue that these reforms are not only inadequate, but also detrimental to the population they claim to protect. I start from the reality of the south of the City, an area historically violated and traversed by necropolitics and slow death. Then I make an analysis at different levels —from the individual to the jurisdictional— that shows how individuals are held responsible for problems that are estructural. The “slow expulsion”, a specific phenomenon of vulnerable contexts is not addressed in these reforms and even the removal of the subsidy inaugurates an era of economic punishment whose effect is to intensify school exclusion.

En 2022, el Ministerio de Educación de la Ciudad de Buenos Aires realizó modificaciones en las normativas relativas a la asistencia y la promoción del nivel secundario, contempladas en el Régimen Académico. También se anunció la quita parcial de subsidios para lxs estudiantes que no cumplieran con el 85% de asistencia bimestral. Las autoridades porteñas presentaron estas medidas como métodos de intervención frente al ausentismo en las escuelas, agudizado por la pandemia. Este artículo pretende dar herramientas para pensar la implementación de políticas similares en otras coordenadas. Propongo un estudio analítico —basándome en material empírico y bibliográfico— en el que sostengo que estas reformas no solo resultaninadecuadas, sino que son perjudiciales para la población que dicen proteger. Parto de la realidad del sur de la ciudad, zona vulnerada históricamente y atravesada por la necropolítica y la muerte lenta. Luego hago un análisis en diferentes niveles —desde el individual al jurisdiccional— que demuestra cómo se responsabiliza a individuxs de problemas que son estructurales. Foi também anunciada a retirada parcial dos subsídios para os alunos que não cumprissem o requisito de 85% de assiduidade bimestral. As autoridades de Buenos Aires apresentaram estas medidas como métodos de intervenção face ao absentismo nas escolas, exacerbado pela pandemia. Este artigo pretende fornecer ferramentas para pensar a implementação de políticas semelhantes noutras coordenadas. Proponho um estudo analítico - baseado em material empírico e bibliográfico - no qual defendo que estas reformas são não só inadequadas, mas também prejudiciais à população que pretendem proteger. Parto da realidade da zona sul da cidade, uma área historicamente violada e atravessada pela necropolítica e pela morte lenta.
