But from mere coexistence up to real connivance there is always a long way, an integrative vision becomes indispensable in that journey. Nor Legal State was replaced by the emergence of Social State neither this last one disappeared completely when Neoliberal State became the universal model. The achievements in terms of recognition of the fundamentality of social rights are unquestionable and remain inmaculate. In Argentina, we presence a shift in the conception of the Public Administration. I propose myself to show how the Open Government paradigm, beyond standing as a platform in where social agents can now interact, has an horizon in the social rights. So as to consider Open Government as an alternative to make effective social rights in this XXI Century. La sucesión de paradigmas del Estado desde sus orígenes hasta la actualidad en Argentina se condice no tanto con el desplazamiento de unos a otros, sino más con la coexistencia. Pero entre la mera coexistencia y la efectiva convivencia de los sucesivos modelos el esfuerzo de una visión integradora surge como indispensable. Los valores del Estado Liberal no fueron sustituidos por el surgimiento del Estado Social y, siguiendo esta línea de razonamiento, el declive de un Estado Bienestar en manos del Estado Neoliberal tampoco barrió los valores sociales instaurados. Los logros en cuanto a reconocimiento de derechos sociales fundamentales mantienen su vigencia cualquiera sea el paradigma estatal. En Argentina presenciamos un movimiento de cambio en la concepción que se tiene del rol de la Administración Pública, desde la modernización del Estado llegamos al Gobierno Abierto como paradigma renovador. Me propongo mostrar cómo el paradigma de la apertura de gobierno puesto, a más de concebirse a sí mismo como plataforma sobre la que interactúan nuevos actores de la sociedad, posee también un horizonte en los derechos sociales fundamentales. Por tanto a considerar al Gobierno Abierto como una alternativa en este Siglo XXI en el propósito de operativizar derechos sociales.
