Ana política habitacional; segregación socio especial; valorización del suelo El problema que aborda el artículo refiere a ¿Cuál es la articulación entre los aspectos jurídicos, políticos, económicos y sociales que se efectivizan en las acciones en torno al derecho a una vivienda adecuada? ¿Qué variables e indicadores se respetan en su materialización? ¿Qué indicadores se vulneran y en cuáles se mejoró, respecto de la situación habitacional anterior? El trabajo empírico refiere al proceso de relocalización de los habitantes de un asentamiento precario, y su impacto en sus relaciones sociales y las nuevas condiciones de habitabilidad, analizando los argumentos que los distintos actores ponen en juego, velando el propósito de incrementar la valorización del suelo, y profundizando la segregación socio-espacial. Metodológicamente, trabajamos con distintas fuentes, tanto primarias (entrevistas semi estructuradas a funcionarios y familias, luego procesadas con software Atlas Ti) como secundarias. Los resultados visibilizan una política ineficiente, ineficaz, e insostenible, con consecuencias diametralmente opuestas a las crecientes recomendaciones internacionales y, aun, a los requerimientos especificados en las normas de los distintos niveles territoriales, en la que primó la apropiación privada de las plusvalías, por sobre el derecho al goce de la construcción colectiva de la ciudad. The problem dealing with the article concerns al ¿what is the joint between the legal, political, economic and social aspects in order to the right to adequate housing? ¿What variables and indicators are respected in their realization? ¿What indicators are abused and in what was improved, with regard to the previous housing situation? The empirical work refers to the process of relocation of the inhabitants of a precarious settlement, and its impact on social relationships and new conditions of habitability, analyzing the arguments that the various actors come into play, ensuring the purpose of increasing the recovery of land, and deepen the socio-spatial segregation. Methodologically, we work with different sources, both primary (interviews semi structured staff and families, then processed with software Atlas Ti) as secondary. The results visibilizan a policy inefficient, ineffective and unsustainable, with effects diametrically opposed to the growing international recommendations and, even, to the specified requirements in the rules of the different territorial levels, where the prevailing private gains, above appropriation the right to the enjoyment of the collective construction of the city.
