The works have been justified through a discourse that contrasted sharply two images: on one hand, the old colonial city with narrow streets and unhealthy houses without art. And on the other hand, the new city which was being produced, with its wide avenues for the circulation of air and traffic, lined with beautiful and healthy buildings. In Uruguayana Street, included in the Improvement Plan for the City, the relationship between new and old architecture took place acutely, since the odd numbers side of the street was completely demolished, while the even numbers side kept the old buildings. However, beyond the discourses that justified the the Plan, this game of mirrors between old and new shows, more than a direct antagonism, a web of complex relationships, where old and new marveled at each other. A administração de Pereira Passos como prefeito do Districto Federal (1902–1906) foi marcada pela realização de grandes reformas urbanas, que atingiram, sobretudo, a área central da cidade do Rio de Janeiro. As obras foram justificadas através de um discurso que contrapunha nitidamente duas imagens: de um lado, a velha cidade colonial, com vielas estreitas e casarões insalubres e sem arte. E do outro lado, a nova cidade que estava sendo produzida, dotada de amplas avenidas para a circulação do ar e do tráfego, ladeadas por belos edifícios higiênicos. Na Rua da Uruguayana, incluída no Plano de Melhoramentos da Cidade, a relação entre a nova e a velha arquitetura colocou–se de maneira aguda, já que a rua teve seu lado ímpar integralmente demolido para o alargamento, ao passo que o lado par permaneceu com as antigas edificações. No entanto, para além dos discursos de justificativa do Plano, este jogo de espelhos entre velho e novo revela, mais do que um antagonismo direto, uma teia de relações complexas, onde novo e velho se admiravam mutuamente.
