To carry out the research, the concepts of state modernization and democracy were operationalized, posing their relationships based on the study of contexts, discourses and reforms. For the collection of information, primary and secondary sources were reviewed; the archives consulted were: the General Archive of the Nation and the Luis Angel Arango Library, in Colombia; and the General Archive of Central America and the National Library, in Guatemala; in addition to the U.S. National Archive. It is concluded that the modernization of the State transformed the political system from a capitalist logic of the traditional order, allowing openings in social services and the creation of a middle class, but also maintained cohesion from democratic control within the framework of traditional parties and groups with logics of social control. Este artículo compara cómo se produjo la modernización estatal en Colombia y Guatemala en la década de 1960, problematizando su relación con la democracia. Para realizar la investigación se operacionalizaron los conceptos de modernización de Estado y democracia, planteando sus relaciones a partir del estudio de contextos, discursos y reformas. Para la recolección de información se revisaron fuentes primarias y secundarias; los archivos consultados fueron: el Archivo General de la Nación y de la Biblioteca Luis Ángel Arango, en Colombia; y el Archivo General de Centro América y el de Biblioteca Nacional, en Guatemala; además del National Archive estadounidense. Se concluye que la modernización del Estado transformó el sistema político desde una lógica capitalista del orden tradicional, permitiendo aperturas en servicios sociales y creación de clase media, pero también mantuvo la cohesión desde el control democrático en el marco de partidos y grupos tradicionales combinadas con lógicas de control social.
