The in–depth interviews conducted report that these actors accept non–optimal, but situationally appropriate profitability and apply learnings from their experience (selection of investors, pre–sale, retention of parcels based on the buyer's profile). The State is criticized for «changing the rules of the game» and for lacking agility in processing urbanization projects, a fact that extends the capital turnover period and increases the uncertainty for developers, who try to counteract this by increasing economic profit margins. The conclusions suggest the advisability of a) testing regulations under which the State approves an urbanization procedure after a certain assigned time expires and b) encouraging the sale of parcels by applying strong surcharges and/or compulsory urbanization ordinances on idle properties. El artículo presenta avances de una investigación que caracteriza las estrategias con que urbanizadores de suelo destinado a barrios abiertos en Santa Fe y ciudades contiguas organizan su actividad económica. Las entrevistas en profundidad realizadas informan que estos actores aceptan rentabilidades no óptimas, pero sí adecuadas a cada coyuntura económica y aplican aprendizajes de su experiencia (selección de inversores, pre–venta, retención de parcelas en función del perfil del comprador). El Estado es criticado por «cambiar reglas de juego» y por carecer de agilidad para tramitar proyectos de urbanización, hecho que extiende el período de rotación de capital e incrementa la incertidumbre de los desarrolladores, quienes tratan de contrarrestarla elevando márgenes de beneficio económico. Las conclusiones señalan la conveniencia de a) ensayar reglamentaciones según las cuales el Estado apruebe un trámite de urbanización al expirar un determinado tiempo establecido y b) incentivar la venta de parcelas aplicando fuertes sobretasas y/u ordenanzas de urbanización compulsiva sobre inmuebles ociosos.
