Sumario:The work explores the process by which the situation of Argentine rural roads is progressively built, although still weakly, into a public problem in the second decade of the 21st century. For this, it first exposes the particularities, managment and historical postponements suffered by said network, particularly since the end of the previous century. Next, it addresses the institutional and socio-productive context that prompted its treatment as a public issue and, finally, it reconstructs the definition of the problem and the work carried out by sectoral actors. The initiatives and the creation of consultation spaces indicate that accessibility and rural transitability are reaching a certain visibility in a sector of the political community, although they have not yet become the object of firm and persistent government consideration. In order to demonstrate this conjecture, an exploratory study will be carried out that presents a qualitative methodological framework based on documentary compilation.
