For this, it first exposes the particularities, managment and historical postponements suffered by said network, particularly since the end of the previous century. Next, it addresses the institutional and socio-productive context that prompted its treatment as a public issue and, finally, it reconstructs the definition of the problem and the work carried out by sectoral actors. The initiatives and the creation of consultation spaces indicate that accessibility and rural transitability are reaching a certain visibility in a sector of the political community, although they have not yet become the object of firm and persistent government consideration. In order to demonstrate this conjecture, an exploratory study will be carried out that presents a qualitative methodological framework based on documentary compilation. El trabajo explora el proceso mediante el cual la situación de los caminos rurales argentinos es construida progresiva, aunque aun débilmente, en problema público en la segunda década del siglo XXI. Para ello, primero expone las particularidades, formas de gestión y postergaciones históricas padecidas por dicha red, en particular desde fines del siglo anterior. A continuación, aborda el contexto institucional y socio-productivo que impulsó su tratamiento como cuestión pública y, por último, reconstruye la definición del problema y la labor desempeñada por los actores sectoriales. Las iniciativas y la creación de espacios de concertación indican que la accesibilidad y la transitabilidad rural están alcanzando cierta visibilidad en un sector de la comunidad política, si bien aún no se convirtieron en objeto de consideración gubernamental firme y persistente. A fin de demostrar esta conjetura se efectuará un estudio de carácter exploratorio que presenta un encuadre metodológico cualitativo basado en la recopilación documental.
