| Sumario: | The health and economic effects of COVID-19 challenge governments and force them to implement policies to mitigate the consequences on the economic activity. Local governments lack the tools to meet the demands of the affected economic sectors. This paper seeks to investigate the difficulties faced by the government of the municipality of Bahía Blanca to meet the requirements of local merchants. Based on the analysis of the institutional framework and a survey of the commercial sector conducted by the Economic Reactivation Commission convened by the municipality in the context of the pandemic, inconsistencies were found between the demands made by the affected economic agents to the municipal government and the offer of local public policies. The local government has little scope of action and policies depend on the national and provincial governments. At the same time, merchants show financial vulnerability, which implies a strong dependence on external aid to overcome risk situations or economic-financial difficulties. |
