Local governments lack the tools to meet the demands of the affected economic sectors. This paper seeks to investigate the difficulties faced by the government of the municipality of Bahía Blanca to meet the requirements of local merchants. Based on the analysis of the institutional framework and a survey of the commercial sector conducted by the Economic Reactivation Commission convened by the municipality in the context of the pandemic, inconsistencies were found between the demands made by the affected economic agents to the municipal government and the offer of local public policies. The local government has little scope of action and policies depend on the national and provincial governments. At the same time, merchants show financial vulnerability, which implies a strong dependence on external aid to overcome risk situations or economic-financial difficulties. Los efectos sanitarios y económicos del COVID-19 desafían a los gobiernos y los obligan a implementar políticas para mitigar las consecuencias sobre el nivel de actividad. Los gobiernos locales carecen de herramientas para atender las demandas de los sectores económicos afectados. En este trabajo se busca indagar acerca de las dificultades que enfrenta el gobierno del municipio de Bahía Blanca para atender los requerimientos de los comerciantes locales. A partir del análisis del marco institucional y de un relevamiento realizado al sector comercial por la Comisión de Reactivación Económica convocada por el municipio en el contexto de la pandemia, se encuentran inconsistencias entre las demandas que los agentes económicos afectados realizan al gobierno municipal y la oferta de políticas públicas locales. El gobierno municipal tiene poco margen de acción y las políticas dependen de los gobiernos nacional y provinciales. Al mismo tiempo, los comerciantes muestran vulnerabilidad financiera lo que implica una fuerte dependencia de ayudas externas para sortear situaciones de riesgo o dificultades económico-financieras.
