Sumario:Abastract: this research is intended as a reflection on the turnaround of social welfare from the beginning of the 80s in relation to unemployment, poverty, and exclusion. In particular, we are trying to understand whether it is fair to attach conditions to social help, which is a new trait in the logic of the Welfare State. We will discuss four of the most important issues of this new policy: rights, paternalism, the concept of good, and the principle of reciprocity.
