Sumario:The present work intends to investigate the purposes of the Ibero-American Charter of the Rights and Duties of the Citizen in relation to the Public Administration, highlighting its essential purpose consisting of the recognition of the fundamental right of the person to good Public Administration, and highlighting its most important principles: efficiency and responsibility; this to then establish its similarity with Bolivian legislation, through the principle of responsibility for the public function and, especially, the principle of informality provided for by the Law of Administrative Procedure, for which its development at the doctrinal and jurisprudential level is described, together with the analysis of its configuration in a legislative project.
