El presente trabajo pretende indagar en los propósitos de la Carta Iberoamericana de los Derechos y Deberes del Ciudadano en relación con la Administración Pública, poniendo de relieve su finalidad esencial consistente en el reconocimiento del derecho fundamental de la persona a la buena Administración Pública, y destacando sus principios más importantes: eficacia y responsabilidad; ello para luego establecer su semejanza con la legislación boliviana, a través del principio de responsabilidad por la función pública y, especialmente, el principio de informalismo previsto por la Ley de Procedimiento Administrativo, a cuyo efecto se describe su desarrollo a nivel doctrinal y jurisprudencial, junto al análisis de su configuración en un proyecto legislativo.
