Although in these years the SSE has acquired greater social and political visibility in various countries of the world, in general, its institutionalization at the level of the State has been weak or non-existent. It should be noted that the Municipality of Santa Fe implemented actions and organizations that in one way or another were related to the SSE, trying to include a heterogeneous set of actors (cooperatives, social entrepreneurs, recyclers, among others) that were excluded or who had difficulties to enter the market. In this sense, although there was a process of institutionalization within the local government, the recipients of SSE policies continue to have difficulties to achieve the integral sustainability of their undertakings and socio-productive trajectories El presente artículo tiene por finalidad describir las políticas y programas locales de Economía Social y Solidaria (en adelante ESS) que la Municipalidad de Santa Fe implemento entre los años 2011-2019 e indagar si dichas acciones y actividades contribuyeron al fortalecimiento y sostenibilidad de las prácticas de ESS locales. Si bien en estos años la ESS ha adquirido mayor visibilidad social y política en diversos países y regiones del mundo, por lo general, su institucionalización en el ámbito del Estado local ha sido débil o inexistente. Se destaca que la Municipalidad de Santa Fe desarrollo una diversidad de acciones que de una u otra manera estaban relacionados a la ESS, tratando de incluir un conjunto heterogéneo de actores dentro de las mismas (cooperativas de trabajo, emprendedores sociales, recicladores, jóvenes desempleados, entre otros) que estaban excluidos o que tenían dificultades para insertarse en el mercado laboral y económico. En este sentido, si bien hubo un proceso de institucionalización de la ESS por parte del gobierno local, los destinatarios de las políticas de ESS continúan con dificultades para lograr la sostenibilidad integral de sus emprendimientos y trayectorias socio productivas.
