The present study focuses on determining whether governance dynamics are expressed among private actors, communities and municipalities, which in a project evaluation context could lead to the adoption of voluntary commitments. The unit of analysis corresponds to the Environmental Qualification Resolutions and evaluation files of each project, from 2013 to 2019. Among the main results, there is a significant presence of voluntary environmental commitments, which, however, mostly respond to factors unrelated to a link between actors. It is concluded that in the context of the SEIA, the mere participation of stakeholders during the environmental assessment does not ensure an articulation between them, so there are no significant expressions of governance. En Chile, la participación ciudadana es voluntaria durante la evaluación ambiental de proyectos energéticos tramitados mediante una Declaración de Impacto Ambiental,como también lo son aquellos compromisos o medidas complementarias a lo exigido por la normativa ambiental vigente. El presente estudio se centra en determinar si se expresan dinámicas de gobernanza entre los actores privados, comunidades y municipalidades, que en un contexto de evaluación de proyecto podrían conducir a adoptar compromisos voluntarios. La unidad de análisis corresponde a las Resoluciones de Calificación Ambiental y expedientes de evaluación de cada proyecto, desde el año 2013 al 2019. Entre los principales resultados, se observa una importante presencia de compromisos ambientales voluntarios, los cuales, no obstante, responden en su mayoría a factores ajenos a una vinculación entre actores. Se concluye que en el contexto del SEIA, la sola participación de los actores durante la evaluación ambiental no asegura una articulación entre estos, por lo que no se aprecian expresiones significativas de gobernanza.
