In the urban sphere, this construction takes on a special strength from the preponderance of the production of space as the preferential locus of the reproduction of capital from the world economic restructuring that began in 1970. For this reason, here we will seek to analyze in what form is manifested (or not) this notion in the production of urban regulations of the Villa Gesell Party, taking as case studies the two main instances in which an attempt was made to more or less fully translate into a document a series of intentions related to the urban planning by the municipality, since its creation in 1978. La noción de desarrollo ha dado lugar en las últimas décadas a la construcción de discursos con los cuales se validan y legitiman (o deslegitiman) determinadas políticas públicas. En el ámbito de lo urbano, esta construcción cobra una especial fuerza a partir de la preponderancia de la producción del espacio como locus preferencial de la reproducción del capital a partir de la reestructuración económica mundial comenzada en 1970. Por ello, aquí se buscará analizar en qué forma se manifiesta (o no) esta noción en la producción de normativa urbana del Partido de Villa Gesell, tomando como casos de estudio las dos principales instancias en que se intentó plasmar más o menos integralmente en un documento una serie de intenciones relativas a la planificación urbana por parte del municipio, desde su creación en 1978.
