A comprehensive theory about the actions of brokers and clients is offered to answer this question. In this regard, it is suggested that brokers pursue goods that they cannot change at their discretion more often than is believed. To do this, we appeal to the notion “identifying communities” and aspects that define the figure of the broker. Four stories that take place between 1980 and 2015 in popular neighborhoods of a district on the urban periphery of Buenos Aires (Argentina) illustrate those arguments. The theoretical-methodological design included on-line and off-line ethnography.
