Currently, the undeniable global processes of anthropogenic climate change affect the province of Río Negro. This paper presents theoretical reflections and practical insights into the significant causes and consequences related to climate governance with a gender perspective in the province of Río Negro. It encompasses an analysis of the primary challenges in implementing gender-responsive policies in environmental issues and delves into the "Green Hydrogen Strategic Plan" as an illustrative example of crafting public policies that address climate change inclusively. The qualitative methodology employed aims to tackle the challenges of establishing climate governance in the province of Río Negro within the framework of gender-responsive public policies. Both the review of the current state of affairs and the theoretical exploration of key concepts such as climate governance, climate change, gender, clean energy, green hydrogen, and the perspectives of key stakeholders contribute to the article's framework and lend support to the proposal and potential initiatives. These efforts aim to promote climate governance with a gender perspective in the studied territory over the medium and long term.

Tradicionalmente se ha considerado al clima como modelador del medio natural y factor determinante en la constitución de un ambiente de carácter “permanente”. En la actualidad, los procesos globales de cambio climático antropogénico son irrefutables y la provincia de Río Negro no escapa a sus efectos. Este trabajo presenta una serie de reflexiones teóricas y desarrollos prácticos sobre las causas y consecuencias más relevantes relativas al concepto de gobernanza climática con perspectiva de género en la provincia de Río Negro. Comprende, desde el análisis de los principales desafíos en torno a la implementación de políticas género-responsivas en materia ambiental, hasta profundizar en el “Plan Estratégico Hidrógeno Verde” como ejemplo de construcción de políticas públicas que abordan el cambio climático con una visión inclusiva. La metodología implementada, de carácter cualitativo, propone abordar los desafíos que plantea la construcción de una gobernanza climática en la provincia de Río Negro, en el marco de políticas públicas género responsivas. Tanto la revisión del estado del arte, como la profundización teórica de conceptos claves como gobernanza climática, cambio climático, género, energías limpias e hidrógeno verde, y la perspectiva de los actores claves, aportan al marco de referencia del artículo y contribuyen a dar sustento a la propuesta y a posibles iniciativas, en un horizonte de mediano y largo plazo, que promuevan gobernanza climática con perspectiva de género en el territorio bajo estudio.
