In this sense, the high levels recorded in victimization surveys demonstrate the need for governments to provide answers to their citizens, generally without the necessary human and material resources, and without the competences. For example, the Constitution of the Provincia de Santa Fe grants the leadership and competences of the preventive police security system to the Governor, which motivates an exculpatory response from the different local governments when dealing with criminal problems. The traditionalist vision that associates public security with police intervention has two problems: it disables a whole field of multidisciplinary and multiagency actions that can influence the factors that promote the commission of illegal acts, and it allows a de-responsibility of the local governments. This article aims to describe the role, through its action and participation, of the Municipality of Rosario in the “Plan Integral de Abordaje de las Violencias en el barrio Grandoli-Gutiérrez 2020-2022” in order to effectively observe the state capacities of local governments in Santa Fe related to the issue of public security En Argentina, la problemática de la seguridad se ha ido consolidando dentro de la agenda pública desde finales del siglo veinte, ocupando gran parte de la preocupación social y con fuerte presencia del tema en la discusión política. En este sentido, los altos niveles que se registran en las encuestas de victimización demuestran la necesidad que tienen los gobiernos de brindar respuestas a sus ciudadanos, en general sin contar con los recursos humanos y materiales necesarios, e incluso sin las competencias normativas para ello. Por caso, la Constitución de la Provincia de Santa Fe le otorga la conducción del sistema de seguridad preventiva policial al Gobernador, lo cual motiva una respuesta exculpatoria de los diferentes gobiernos locales a la hora de enfrentar la problemática criminal. La visión tradicionalista que asocia la seguridad pública con la intervención policial posee dos inconvenientes: por un lado, inhabilita todo un campo de acciones multidisciplinarias y multiagenciales que pueden incidir en los factores que promueven la comisión de hechos ilícitos, y, por otro lado, desarrolla una desresponsabilización de los municipios. El presente artículo pretende describir el rol, mediante su acción y participación, de la Municipalidad de Rosario en el “Plan Integral de Abordaje de las Violencias en el barrio Grandoli-Gutiérrez” en el período 2020-2022 para poder observar efectivamente las capacidades estatales de los gobiernos locales en Santa Fe con respecto a la cuestión de seguridad pública.
