This article addresses the theoretical-political relationship between socio-urban and economic integration proposed in the processes of (re)urbanization of slums in Buenos Aires City (2016-2021), intervened by the City Housing Institute (IVC). For this analysis we selected as case studies the Villa 20 of the southern zone and the Playón de Chacarita in the north center of the city. They are located in neighborhoods with different levels of development and socio-territorial inequalities, and are intervened by re(urbanization) processes framed in laws n° 5705/2016 (Villa 20) and n°5799/2017 (Playón de Chacarita). From the perspective of critical urban sociology, the place of the "Right to the City" in the local public agenda is questioned, and if it is possible to achieve effective levels of socio-spatial justice from the paradigm of "Social Management of Habitat." Following Harvey (1977), the classic debate around the links between social processes and spatial forms is problematized. In this way, our objective is to contribute to the reflection on a present public policy that is presented as novel. To carry out this work, a qualitative methodological strategy was chosen, which consisted of conducting semi-structured interviews in depth with officials of the IVC and the Ministry of Human Development and Habitat and with referents of community organizations. It also relied on the observation of the territory and used data from secondary sources, especially reports from public agencies, which account for the progress in the present re(urbanization) process and the paradigm of Social Habitat Management followed by the local Government. Finally, the legislation in force allowed us to investigate the proposed theoretical relationship. |

Este artículo aborda la relación teórica-política entre la integración socio-urbana y económica propuesta en las leyes de reurbanización de villas de la Ciudad Autónoma de Buenos Aires en el periodo 2016-2022, intervenidas por el Instituto de la Vivienda de la Ciudad de Buenos Aires. Para este análisis seleccionamos como casos de estudio la Villa 20 de la zona sur y el Playón de Chacarita en el centro norte de la ciudad. Las mismas se emplazan en barrios con distintos niveles de desarrollo y desigualdades socio-territoriales, y se encuentran intervenidas por procesos de reurbanización enmarcados en las leyes n° 5705/2016 (Villa 20) y n°5799/2017 (Playón de Chacarita). Desde la perspectiva de la sociología urbana crítica, se interroga el lugar que ocupa el “Derecho a la ciudad” en la agenda pública local, y en qué medida es posible alcanzar niveles efectivos de justicia socio-espacial a partir del paradigma de la “Gestión Social del Hábitat.” Siguiendo a Harvey (1977), se problematiza el debate clásico en torno a los vínculos existentes entre los procesos sociales y las formas espaciales. De este modo, se pretende aportar a la reflexión en torno a una política pública actual que se presenta como novedosa. Para llevar a cabo este trabajo se optó por una estrategia metodológica cualitativa que consistió en la realización de entrevistas semiestructuradas en profundidad a funcionarios del IVC y del Ministerio de Desarrollo Humano y Hábitat y a referentes de organizaciones comunitarias. También se apoyó en la observación del territorio y se utilizaron datos de fuentes secundarias, especialmente informes provenientes de organismos públicos, que dan cuenta de los avances en el proceso de reurbanización actual y del paradigma de la Gestión Social del Hábitat pregonado por el Gobierno local. Por último, la legislación vigente nos permitió indagar la relación teórica propuesta.
