Such is the case of Luján, a city of intermediate size, whose origin and expansion occurs on the banks of the homonymous river, in the heart of the Pampas region, in Buenos Aires’s province. Through a water level simulation procedure, it is possible to represent the expansion of the flood patch, specifically considering the spatial focal level, which is the one addressed in this work. This makes it possible to generate different hazard scenarios by representing the surface susceptible to flooding when the river increases its water level in different amounts. In this line, the main objective is to carry out a spatial characterization of the floods in Luján from the generation of two scenarios, considering historical data of flood events in the city and using as main input an Aerophotogrammetric Digital Elevation Model, put to provision by the National Geographic Institute of the Argentine. The paper presents a description of the study area, conceptual aspects for addressing the issue of urban flooding and its main triggering factors, a brief history of flooding in Luján, methodological aspects for simulating the water level through of a specific module in a Geographic Information System, the analysis and discussion of results and, finally, the conclusions are presented. The results, reflected in the thematic cartography of flood scenarios, allowed us to recognize the urban areas where the hazard is present, affecting an approximate area of 6 km2 that includes from central neighborhoods, due to the historical location of the city, to peripheral neighborhoods, from recent addition to the urban commons, many of them settled in the flood valley of the river. The generation of this type of cartography is essential to be able to detect areas and elements that are exposed to this hazard and thus be able to guide spatial decision-making in pursuit of improving the quality of life of the population.

Las inundaciones en áreas de llanura se presentan como una problemática recurrente en gran cantidad ciudades. Tal es el caso de Luján,  una ciudad de tamaño intermedio, cuyo origen y expansión se produce a orillas del río homónimo, en plena región pampeana, en la provincia de Buenos Aires.   A través de un procedimiento de simulación de nivel de agua es posible representar la expansión de la mancha de inundación, considerando específicamente el nivel focal espacial, que es el que se aborda en este trabajo. Esto permite generar diferentes escenarios de amenaza al representar la superficie susceptible de sufrir inundaciones cuando el río aumenta su nivel de agua en diferentes medidas. En esta línea, el objetivo principal es realizar una caracterización espacial de las inundaciones en Luján a partir de la generación de dos escenarios, considerando datos históricos de eventos de inundación en la ciudad y utilizando como insumo principal un Modelo de Elevación Digital Aerofotogramétrico, puesto a disposición por el Instituto Geográfico Nacional de la República Argentina. El trabajo presenta una descripción del área de estudio, aspectos conceptuales para el abordaje de la temática de inundaciones urbanas y sus principales factores desencadenantes, un breve recorrido histórico sobre las inundaciones en Luján, los aspectos metodológicos para realizar la simulación del nivel de agua a través de un módulo especifico en un Sistema de Información Geográfica, el análisis y discusión de resultados y,  finalmente, se presentan las conclusiones. Los resultados, plasmados en la cartografía temática de escenarios  de inundación,  permitieron reconocer las áreas urbanas donde la amenaza está presente,  afectando una superficie aproximada de 6 km2  que incluye desde barrios céntricos, debido al emplazamiento histórico de la ciudad, hasta barrios periféricos, de incorporación reciente al ejido urbano, muchos de ellos asentados en el valle de inundación del río. La generación de este tipo de cartografía resulta indispensable para poder detectar zonas  y elementos que se encuentran expuestos a esta amenaza y de esta forma poder orientar la toma de decisiones espaciales en pos de mejorar la calidad de vida de la población.
