The historic Neuquén Health Plan placed the first level of care as a fundamental link in the system. With the outbreak of the pandemic, the functions carried out by workers at this level are reconfigured and resignified. In this article, we describe the role of the first level during the first wave of the pandemic in the Metropolitan Health Zone of the province. Online surveys were conducted to health center workers about the actions developed and their perceptions and feelings in relation to them. The results reveal: little protagonism of work in the territory, problems in institutional communication processes, an individualistic bias in the proposed actions, precarious working conditions as well as feelings of anguish and fear. The first level of care during the first wave of the pandemic was far away from the principles of the Neuquén Health Plan. El primer nivel de atención de la salud presenta una singular relevancia en la organización del sistema sanitario, pues allí se atienden las necesidades más sentidas y prevalentes de la comunidad, y se inicia el proceso asistencial integral. El histórico Plan de salud neuquino colocó el primer nivel de atención como eslabón fundamental del sistema. Con la irrupción de la pandemia, las funciones desarrolladas por trabajadoras/es de dicho nivel se reconfiguran y resignifican. En este artículo se describe el rol del primer nivel durante la primera ola de la pandemia en la Zona Sanitaria Metropolitana de la provincia. Se realizaron encuestas on-line a trabajadoras/es de centros de salud sobre las acciones desarrolladas y las percepciones y sentimientos con relación a ellas. Los resultados revelan: un escaso protagonismo del trabajo en territorio, problemas en los procesos comunicativos institucionales, un sesgo individualista en las acciones propuestas, condiciones de trabajo precarias y sentimientos de angustia y miedo. El primer nivel de atención durante la primera ola de la pandemia estuvo distanciado de los principios del Plan de Salud neuquino. Facultad de Derecho y Ciencias Sociales.
