The Program for a Close and Modern Government (PGCM) represented one of the various transversal public policy programs implemented by the Mexican federal government as part of the National Development Plan for the period 2013-2018. Among its fundamental objectives was the construction of an open government policy, which involved various strategies and lines of action aimed at the development and modernization of the Federal Public Administration. Derived from the above, we wonder to what extent did the program integrate the open government approach into its design? Due to the above, this document analyzes the objectives, strategies and lines of action that made up the PGCM through four principles (transparency, accountability, participation and use of technologies and innovation) and its components, which put into evidence a high observance of open government values in the design of the program, as well as some important omissions. El Programa para un Gobierno Cercano y Moderno (PGCM) representó uno de los diversos programas transversales de política pública implementados por el gobierno federal mexicano como parte del Plan Nacional de Desarrollo para el periodo 2013-2018. Entre sus objetivos fundamentales se planteó la construcción de una política de gobierno abierto, que implicó diversas estrategias y líneas de acción tendientes al desarrollo y la modernización de la Administración Pública Federal. Derivado de lo anterior, nos preguntamos ¿en qué medida el programa integró en su diseño el enfoque de gobierno abierto? Con motivo de lo anterior, el presente documento analiza los objetivos, estrategias y líneas de acción que integraron al PGCM a través de cuatro principios (transparencia, rendición de cuentas, participación y uso de tecnologías e innovación) y sus componentes, los cuales ponen en evidencia una observancia alta de los valores del gobierno abierto en el diseño del programa, así como algunas omisiones importantes.
