This stage describes the institutional framework of the European Union in which planning at national level in Spain is referenced, and then, in later stages, propose the approach of the most relevant contemporary planning experiences of the General State Administration (GSA) Spanish. The ultimate purpose of the research is to obtain theoretical-methodological inputs for the development of public planning. Este documento forma parte de una investigación que se presenta en sucesivas etapas. En esta etapa se describe el marco institucional de la Unión Europea en el que se referencia la planificación a escala nacional en España, para luego, en etapas posteriores, proponer el abordaje de las experiencias planificadoras contemporáneas más relevantes de la Administración General del Estado (AGE) español. El propósito último de la investigación es obtener insumos teórico-metodológicos para el desarrollo de la planificación pública.
