However, what are the alternatives and challenges that new technologies open up to promote processes of technological change and new productive dynamics in peripheral countries? This paper wants to show some elements that contribute to answering these concerns and the general debate on the current phase of Information and Communication Technologies (ICT) within what some authors have called the "techno-economic paradigm" (Pérez 2010) in the Argentine case. In order to do so, we explore the characteristics that the ICT sector - and SSI in particular - assumes on an international scale, and then stop at the singularities of SSI at the local level. From a critical view of the innovation economy (with some elements of Latin American structuralism), it is investigated in the problematic raised from the collection and analysis of secondary sources and the review of a broad set of public policies designed for the sector during the post-devaluation period. Desde la década de 2000, América Latina está experimentando un aumento en las actividades vinculadas con el sector de software y servicios informáticos (SSI). Sin embargo, ¿cuáles son las alternativas y desafíos que abren las nuevas tecnologías para impulsar procesos de cambio tecnológico y nuevas dinámicas productivas en los países semi-periféricos? El trabajo pretende aportar elementos que contribuyan a responder estas inquietudes y al debate general sobre la fase en la que actualmente se encuentran las Tecnologías de Información y Comunicación (TIC) dentro de lo que algunos autores han denominado “paradigma tecno-económico” (Pérez 2010), en el caso argentino. Para ello, se exploran las características que asume el sector de las TIC -y el de SSI en particular-, a escala internacional, para luego detenerse en las singularidades del SSI a escala local. Desde una mirada crítica acerca de la economía de la innovación -con algunos aportes del estructuralismo latinoamericano-, se indaga en la problemática planteada a partir de la recolección y análisis de fuentes secundarias y la revisión de un conjunto amplio de políticas públicas diseñadas para el sector durante el período de post-devaluación.
