In spite of this their dominion in the activity would only be a few years since the bad administration of the cooperatives; the corruption existing among its members brought as a consequence its decline and failure of the most of them. El origen de las cooperativas pesqueras de Mazatlán al igual que en el resto del país, no fue un movimiento social espontáneo, sino bajo la sombra del Estado mexicano y de una legislación proteccionista que les otorgó el usufructo de importantes especies pesqueras como el camarón; sin embargo, no les proporcionó los medios necesarios para realizar su captura, y no sería hasta 1982, con el traspaso de la flota camaronera, cuando harían realidad esta exclusividad de explotación. A pesar de ello su dominio en la actividad sería solamente de algunos años, ya que la mala administración de las cooperativas, la corrupción existente entre sus miembros trajo como consecuencia su declinación y el fracaso de la mayoría de ellas.
