I problematize, from the point of view of what Foucault called “neoliberal governmentality”, specialized knowledges and procedures of control that, since the 1990s, have as correlate the constitution of biodiversity as object for possible knowledges and a series of new domains of knowledge, such as traditional knowledge associated with genetic resources. Over the course of this study, I examine interweaving’s between scientific concepts, administrative knowledges, and inter and intra-state and inter-state norms, such as the Convention on Biological Diversity, the Nagoya Protocol and the National Biodiversity Strategy. En este artículo analizo el modo en que las cuestiones medioambientales se transforman en cuestiones socioambientales inscritas en acuerdos nacionales e internacionales. Problematizo, desde el punto de vista de lo que Foucault llamó “gubernamentalidad neoliberal”, conocimientos especializados y procedimientos de control que, desde la década de 1990, tienen como correlato la constitución de la biodiversidad en objeto de saberes posibles y una serie de nuevos dominios de saber, tales como los conocimientos tradicionales asociados a los recursos genéticos. A lo largo de este estudio, examino imbricaciones entre conceptos científicos, saberes administrativos y normas inter- e intraestatales, tales como el Convenio sobre la Diversidad Biológica, el Protocolo de Nagoya y la Estrategia Nacional sobre la Biodiversidad.
