Sumario:In this work we analyze perceptions of first level public health system workers from Rio Negro province related to given up conditions in its Andean zone to make effective health rights. This approach emerges from the scheme made by the Working Group created within the Optional Protocol to the ICESCR, bringing the idea of progress qualitative signs centered in workers speeches placed as intermediaries. Our choice is based on agency capacity idea of health teams and the imbricated relationship between injustice experiences perception and perceiving themselves or not as rights holders. We conducted focus groups and surveyed health teams. Based on the privileged place this workers have as rights effectiveness mediators, we consider fundamental to recover their voices, bringing them as an access way in awareness of vulnerable groups and dimensions in which effective fulfillment of health right can be questioned from rights approach.
