In this work we analyze perceptions of first level public health system workers from Rio Negro province related to given up conditions in its Andean zone to make effective health rights. This approach emerges from the scheme made by the Working Group created within the Optional Protocol to the ICESCR, bringing the idea of progress qualitative signs centered in workers speeches placed as intermediaries. Our choice is based on agency capacity idea of health teams and the imbricated relationship between injustice experiences perception and perceiving themselves or not as rights holders. We conducted focus groups and surveyed health teams. Based on the privileged place this workers have as rights effectiveness mediators, we consider fundamental to recover their voices, bringing them as an access way in awareness of vulnerable groups and dimensions in which effective fulfillment of health right can be questioned from rights approach. En el presente trabajo analizamos las percepciones de las/os trabajadoras/es del primer nivel de atención del subsistema público de salud rionegrino respecto a las condiciones que existen en la zona andina de dicha provincia para hacer efectivo el derecho a la salud. El abordaje se desprende del esquema elaborado por la Comisión de Trabajo creada en el marco del Protocolo Facultativo del PIDESC, retomando la idea de señales de progreso cualitativas, centrándonos en los discursos de quienes actúan como intermediarios. Nuestra elección se funda en la valoración de la capacidad de agencia de los equipos de salud y en la imbricada relación entre la posibilidad de percibir una experiencia como injusta y el percibirse o no como titular de derechos. Para ello realizamos grupos focales y una encuesta a equipos de salud. En función del lugar privilegiado que estos trabajadores/as ocupan en tanto mediadores para hacer efectivo este derecho, consideramos fundamental recuperar sus voces y tomarlos como una vía de acceso al conocimiento tanto de los grupos más vulnerables como de las dimensiones en que el efectivo cumplimiento del derecho a la salud puede ser puesto en cuestión desde un enfoque de derechos.
