This has implications for emerging countries given that not all can achieve such maximization without first reducing economic vulnerabilities such as unemployment and social unprotection. This study explores the conditions that produce imbalance in the representation of G20 states' interests in their agenda-setting according to Krasner's (1999) theoretical approach. It argues that although the G20 has been institutionalizing its behavior over the last twelve years, it is still in the middle ground, leaving room for more developed nations with greater experience in international negotiations to set the agenda. Applying a qualitative methodology based on a sequential strategy of two data collection and analysis techniques, the results increase the understanding of how the level of institutionalization interacts with international policies. In the case of the G20, it is corroborated that on the road to greater institutionalization, emerging nations assume less prominence in agenda setting. Relatórios afirmam deficiências na governança do G20 mostrando sub-representação das economias emergentes na agenda-setting (Benson & Zürn 2019; Lei & Rui 2016; Prodi 2016). A sub-representação é medida sob a lógica de uma agenda que maximiza as soluções econômicas a partir dos interesses dos países desenvolvidos. Isso tem implicações para os países emergentes, uma vez que nem todos podem atingir essa maximização sem primeiro reduzir as vulnerabilidades econômicas, como o desemprego e a vulnerabilidade social. Este estudo explora as condições que produzem um desequilíbrio na representação dos interesses dos estados do G20 em sua agenda-setting de acordo com a abordagem teórica de Krasner (1999). Argumenta que, embora o G20 tenha institucionalizado seu comportamento nos últimos doze anos, ele ainda está na metade do caminho, deixando espaço para nações mais desenvolvidas e com maior experiência em negociações internacionais darem o tom da agenda. Aplicando uma metodologia qualitativa baseada em uma estratégia sequencial de duas técnicas de coleta e análise de dados, os resultados aumentam a compreensão de como o nível de institucionalização interage com as políticas internacionais. No caso do G20, corrobora-se que no caminho de uma maior institucionalização, as nações emergentes assumem menos destaque na agenda-setting.
