Con base en un trabajo de revisión documental que se desarrolla en elmarco de una investigación en curso sobre acción profesional con inmigrantes en Santiago deChile, se hace una revisión de las condiciones actuales en que el país enfrenta el fenómeno yse devela la deuda que existe en materia de política migratoria, en tanto es recientemente, elaño 2013, que se presenta un proyecto de ley que reformule la política heredada del periodo dedictadura y que cumple 37 años. En este contexto, se presenta un análisis de la situación a partirde los conceptos de cultura e identidad, en tanto, se consideran como elementos que están endiscusión y posibilitan un abordaje del fenómeno que favorece su comprensión. Finalmente, sepropone una mirada desde el enfoque intercultural, valorando su fuerte dimensión ético-políticafundamentada en los principios de reconocimiento del otro y valoración a lo diverso, como unaperspectiva que entrega elementos valiosos en la construcción de nuevos escenarios sociales.AbstractThe following article shows the social and political scene of the foreign immigration in Chile. Fromthere we can see how the rights of immigrants are infringed when those don`t have resources,support or a net of protection that guarantee them welfare; leaving them in a situation of specialvulnerability. Based on a work of documentary revision that is developed on the frame of anongoing investigation about the professional intervention with immigrants in Chile; is made, arevision of the current conditions in which the country faces the phenomena exposing the debtthat exists on the matter of migratory politics; meanwhile it is recently, on 2013, that a bill is presented to reformulate the politics inheritedby the dictatorship that is today’s 37 years. Inthis context, an analysis of the situation fromthe concepts culture and identity presented,meantime, they are considered as elementsthat are on the base of the discussion andmake possible an approach to the phenomenato favor its understanding. Finally, a look fromthe intercultural view is proposed, valuing itsstrong ethical dimension – politics based onthe principles of recognition of others and thevalue of the diversity, as a perspective thatgives valuable elements in the construction ofnew social settings.KeywordsImmigration in Chile, migratorypolitics, culture, identity and interculturality
