This paper has the goal to analyze civil society's role and its participation in the community development. It describes the strategies by which they develop prevention programs, human rights, and economic strategies. The paper redefines the new actors public interests, looks into the notion of "the public", distinguish it form the "state" and the "corporative" forms. The public, which is for all, is different than the private -greedy and consumerism oriented- and the corporative, which is geared toward various political interests (political parties and trade unions). The community development is established with a common interest that combines a process of various municipal agents, who have economic capacity and socio-cultural consciousness. They set the living standards. They also develop competitive means to function within the global market. |
