description This article reflects on the need for scholarship on electoral processes. A first reason is the importance of knowledge of the factors affecting the dynamics of the political regime, and second, on the relevance of political contribution to the improvement of the democratic process. Are studied the conditions that contextualize electoral legitimacy and addresses the issue of the need for professional training in electoral studies, who face the problems that arise in the electoral bodies. This article provides quantitative data from different states of Mexico, related to the distribution and political empowerment, operational regions of political parties, the establishment of the electoral roll, party registration, candidates and election campaigns of 1991 and 1988, discussed the government structures in the mechanisms underlying PRI regime. Finally, are also studied the electoral monitoring and legal issues surrounding this matter, as well as challenges in the electoral bodies.
