description Este artigo tem como tema geral a política externa dos EUA durante o primeiro mandato do presidente Barack Obama (2009-2012) e como objeto de estudo as fontes domésticas das decisões internacionais do país. Pretende-se investigar de que modo se deu a relação entre os poderes Executivo e Legislativo ao longo deste período, partindo da hipótese de que boa parte das dificuldades enfrentadas pela administração Obama no sentido de imprimir novos rumos à política exterior do país estiveram relacionadas aos constrangimentos impostos pelo Congresso e às amarras institucionais então utilizadas por tais forças políticas. A pesquisa tem caráter qualitativo, é de ordem exploratória e baseada em fontes primárias e secundárias. Abstract: This article studies the U.S. Foreign Policy during the first term of President Barack Obama (2009-2012) and has as an object of analysis the domestic sources of the country’s international decisions. We intend to investigate how the relationship between the Executive and Legislative branches worked over this period, suggesting the hypothesis that some of the difficulties faced by the Obama administration in order to print out new directions to American Foreign Policy were related to the constraints imposed by Congress and the institutional shackles then used for such political forces. The research is qualitative, exploratory and is based on primary and secondary sources.
