This work is centered in the analysis of the urban planningand management directed to the politics of popular habitationin the Sorocaba city, interior of the state of São Paulo, in periodfrom 1989 to 2004. With main instrument of evaluation of thepublic politics approved Municipal Managing Plan in 2003 incomparison to the lines of direction of the Statute of the Cityand the Federal Constitution was used to give greaterautonomy to local governments to manage the urban growththus the public investments it is based on the principle of thesocial function of the city and the proper property. The studyof the urban planning was restricted to the analysis of theManaging Plan where the evaluation of the public actions onthe popular habitation in the related period allowed to elucidatethe way with that the municipal urban legislation is applied inthe direction to keep the speculative actions. |
