description Social exclusion is intimately linked to the notion of discrimination, and migration thus becomes the possibility of change that allows for the exclusion of experiences of exclusion and discrimination. In this sense, Mexico has a strategic role in the issue of migration both because of its geographical position, making it a country of origin, transit, destination and return, mainly of Central American migrants who try to cross Mexican territory with the intention of reaching the United States. It is necessary to know the history of immigration policies in Mexico to understand the configuration and ideology of current immigration policy and the perception of Mexicans towards foreigners, since the discourses they generate have provoked differentiated treatment. This task requires co-responsibility of all actors, including the participation of civil society, the private sector, the academy and experts, as well as the three orders of Government and the Legislative Power.
