description Dans cet article on discute quelques problèmes posés depuis la récente vague des IDEs au Brésil, surtout dans le secteur automoteur. La lutte pour l’obtention de ces investissements, connue comme guerre fiscale, prend son origine dans la réduction des investissements privés – dont la décision est prise aux sièges des sociétés multinationales – ainsi que dans l’accroissement des dépenses publiques. Encouragée par le gouvernement central, la concurrence entre les États de la Fédération, plutôt que de permettre de déboucher sur des projets de développement régional destinés à atténuer les inégalités, attise les conflits entre ces États. Un gaspillage des ressources publiques, un morcellement dévastateur et une incertitude quant au succès des investissements sont les signes les plus apparents de ce conflit. Cependant, des réactions à cette politique, basées sur l’émergence d’innovations institutionnelles, exercent déjà leur influence sur l’avenir des municipalités et des États.
