It focuses on the proposal of the yrigoyenista leader Miguel A. Tanco, who wanted to convert the latifundia of Quebrada and Puna into public lands and its occupants in tenants of the state, and indigenous peasant mobilization around it. It is a historical review of the agrarian structure of Jujuy, about the specific political context and emerging social protest. It was intended to open up the possibility of a comparative reading between two different historical and geographical realities, one located in the province of Jujuy and the other in the Patagonian territories, in the political time of the radical governments. Este trabajo analiza la cuestión de la propiedad de la tierra en las Tierras Altas de Jujuy como problemática que ocupó un lugar central en una coyuntura de cambio político, tal la que condujo a la UCR a ejercer el gobierno provincial entre 1918 y 1930. Se centra en la propuesta del líder yrigoyenista Miguel A. Tanco -convertir los latifundios de Quebrada y Puna en tierras fiscales y a sus ocupantes en arrendatarios del Estado-, y en la movilización campesina indígena en torno a ella. Conlleva un recorrido histórico de la caracterización de la estructura agraria de Jujuy, puntualizaciones del contexto político específico y de la protesta social emergente. Fue pensado a partir de ciertas líneas de análisis acordadas para abrir la posibilidad de una lectura comparativa entre dos realidades históricas diferentes, muy distantes geográficamente entre sí -una situada en la provincia de Jujuy y otra en los territorios patagónicos-, en el marco cronológico político de los gobiernos radicales.
