In the space of the city of Rio Cuarto (Cordoba), the predominance given to the administrative function of the municipal government on its political face and the increasing pressure and influence of corporate interests on government decisions led to the formation of a political culture contemptuous of the party system, political pluralism and internal democracy. Durante los años treinta, los distintos escenarios políticos (nacional, provinciales y locales) se vieron atravesados por los crecientes cuestionamientos a las instituciones liberales y la emergencia de propuestas corporativistas que caracterizaron al período. En el espacio de la ciudad de Río Cuarto (Córdoba), el predominio otorgado a la función administrativa del gobierno municipal por sobre su faz política y la creciente presión e influencia de los intereses corporativos sobre las decisiones gubernamentales condujo a la conformación de una cultura política despreciativa del sistema de partidos, del pluralismo político y de la democracia interna.
