This results in a vicious circle of rural pauperization and land degradation. In this paper evidences of these problems at first decade of the XXI century are diagnosed. The operation of transhumant production units is analyzed in terms of a simulation model (Levin and Kicillof, 1999). It is also considered the regional insertion and the consequent practices of natural resources management. Public lands in the Kilca river basin (Neuquén province), are particularly considered in terms of land evaluation according to its systemic dynamics and resilience. La estructura regional de relaciones desiguales entre agentes sociales en subsistemas de capital (Levín, 1981; de Jong, 2009), condiciona históricamente el tipo de decisiones con relación al manejo del conjunto de los factores de producción, cuestión determinante del círculo vicioso de la pauperización rural y degradación de los recursos del medio biofísico. En este trabajo se diagnostican evidencias de tales disfunciones, para a la primera década del Siglo XXI. Se analiza el funcionamiento económico de la explotación ganadera trashumante, mediante un modelo de simulación (Levín y Kicillof, 1999), y su articulación con las decisiones y prácticas de manejo de los recursos. Respecto a éstos últimos, se evalúan particularmente campos fiscales de veranadas de la cuenca hidrográfica del río Kilca, provincia de Neuquén, atendiendo a su dinámica sistémica y resiliencia.
