This situation has led to thesuggestion that actually there were no changes at all. It is arguedthat these agents, connoisseurs of their jurisdictions, were able toimplement, negotiate or adapt the transformations proposed bythe Ordinance with greater ease, laying the foundation for theirsuccessors. El artículo 12 de la Ordenanza de Intendentes deNueva España de 1786 estableció la sustitución de los alcaldesmayores por subdelegados. Este trabajo expone los matices de esteproceso paulatino que privilegió, en un principio, la continuaciónde los antiguos funcionarios, situación que ha llevado a plantearque entonces no hubo cambios. Se sostiene que estos agentes,al conocer sus jurisdicciones, pudieron implantar, negociar oadaptar las trasformaciones planteadas por la Ordenanza conmayor facilidad, sentando las bases para sus sucesores.
