description This article argues the interest of constituting public order as an object / problem of history, that is to say, to historicize the very notion of public order and what derives from it. What matters here is the close relationship between public order as a principle of absolute justification of administrative action, its institutional implementation (judicial, police, military, administrative, legal and regulatory) and social practices that activate moral grammars. The notion of public order, in its emergence and development, has been constructed as something that connects these three dimensions of the production of the social in the contemporary age and in the period that is usually called "liberal", born at the beginning of the 19th century. This function of connection between these three dimensions is also undoubtedly related to its character as a historiographical blind spot. Indeed, the rarity of works on its genealogy as a notion is very surprising given the place it occupies in the juridical, political and social configurations of Western countries. Within the framework of a reflection on politics, political history and the idea of politicization, the proposal developed here identifies public order as a resource of depoliticization, a way of pointing out that in its configuration, there is always a pulse that is precisely political.

Este artículo argumenta el interés de constituir el orden público en objeto / problema de historia, es decir historizar la noción misma de orden público y lo que derivó de ella. Lo que interesa aquí es la relación estrecha entre el orden público como principio de justificación absoluta de la acción administrativa, una traducción institucional (judicial, policial, castrense, administrativa, legal y reglamentaria) y unas prácticas sociales que activan gramáticas morales. La noción de orden público, en su aparición y desarrollo, se ha construido como algo que conecta estas tres dimensiones de la producción de lo social en la edad contemporánea y en el período que se suele llamar “liberal”, nacido a principios del siglo XIX. Esta función de conexión entre estas tres dimensiones tiene además sin duda que ver con su carácter de punto ciego historiográfico. En efecto, la rareza de trabajos sobre su genealogía en tanto noción es muy sorprendente dado el lugar que ocupa en las configuraciones jurídicas, políticas y sociales de los países occidentales. En el marco de una reflexión sobre la política, la historia política y la idea de politización, la propuesta aquí desarrollada identifica el orden público como un recurso de despolitización, manera de señalar que en su configuración, siempre existe un pulso que es precisamente político. Este artigo defende o interesse de constituir a ordem pública como objeto/problema da história, ou seja, historicizar a própria noção de ordem pública e o que dela deriva. O que interessa aqui é a estreita relação entre ordem pública como princípio de justificação absoluta da ação administrativa, tradução institucional (judicial, policial, militar, administrativa, jurídica e regulatória) e práticas sociais que ativam gramáticas morais. A noção de ordem pública, em seu surgimento e desenvolvimento, foi construída como algo que articula essas três dimensões da produção do social na contemporaneidade e no período que se convencionou chamar de "liberal", nascido no início do séc. século 19. . Essa função de ligação entre essas três dimensões também tem, sem dúvida, a ver com seu caráter de ponto cego historiográfico. Com efeito, a raridade de trabalhos sobre a sua genealogia enquanto noção é bastante surpreendente dado o lugar que ocupa nas configurações jurídicas, políticas e sociais dos países ocidentais. No quadro de uma reflexão sobre a política, a história política e a ideia de politização, a proposta aqui desenvolvida identifica a ordem pública como recurso de despolitização, de forma a assinalar que na sua configuração há sempre uma pulsação que é precisamente política .
